Screen recording of the bug

SUMMARY
When I try to hover my cursor over the top left quarter of the Kickoff icon on my panel, it uses the Adwaita cursor theme and clicking doesn't activate Kickoff. Hovering my cursor over the rest of the icon uses the correct theme and I can activate Kickoff normally.

STEPS TO REPRODUCE
Hover your mouse over the top left quarter of the Kickoff icon

OBSERVED RESULT
The cursor changes to the Adwaita theme and clicking doesn't activate Kickoff.

EXPECTED RESULT
Hovering over any part of the Kickoff icon should use the correct cursor theme and activate Kickoff.

Unable to reproduce this. Are you using any custom themes or icons? Maybe try setting the default breeze theme and then check if you can reproduce.
