Plasma floating panel - pointy corners and flickering

SUMMARY

Same attachment as in BUG 454467, same steps, but this bug is about synchronizing animation of a blurry background and a panel's drawn size itself.

STEPS TO REPRODUCE
1. Set panel to floating mode
2. Unmaximize all and any windows on a desktop to let the panel actually float

OBSERVED RESULT
Borders are either light up (blurry background is bigger than the panel)
or dark (blurry background is smaller than the panel).

EXPECTED RESULT
No flickering, synchronized background geometry animation.

I *think* this is fixed by https://invent.kde.org/frameworks/plasma-framework/-/merge_requests/522.

Can you try applying that, and then change the diff as I proposed in https://invent.kde.org/frameworks/plasma-framework/-/merge_requests/522#note_443828? Does that fix it?
