SUMMARY
Every window don't need to have mimimize or miximize function. We should limit it. It doesn't have any use case anyway.

STEPS TO REPRODUCE
1. Open Info Center
2. In khamburger menu open About KDE
3. It can be minimized or maximized.

Operating System: Arch Linux
KDE Plasma Version: 5.24.5
KDE Frameworks Version: 5.94.0
Qt Version: 5.15.4
Kernel Version: 5.17.9-zen1-1-zen (64-bit)
Graphics Platform: Wayland
Graphics Processor: Mesa Intel® UHD Graphics 630 + NVIDIA

In general we always let people minimize windows, so it would be very disturbing if this one could not be. But being maximizable doesn't really make sense given the small content area, indeed.

Bugs seems to exist in plasma 5.25.90 Beta.
