This is a cool idea, but it's something far too large of a project to be tracked with a bug report. We're talking about probably multi developer years of effort.

FWIW I personally don't find voice assistants at all useful on the desktop and didn't use them on Windows or macOS. On a mobile OS where interacting with the system is generally slow, they can be useful. But desktop and laptop systems have rich input controls and generally using them is faster than speaking to a voice assistant anyway.
