SUMMARY
After opening and closing system tray a few times, it does not open again, but highlight the area as opened.
This also happens with Applications menu/launcher

STEPS TO REPRODUCE
1. Keep opening and closing system tray by pressing the "arrow"

OBSERVED RESULT
System tray does not open

EXPECTED RESULT
System tray open

Forgot to mention: My panel is placed vertically full height on the left.

Cannot reproduce on Wayland with the same panel placement.

Does it also happen with any widgets on the desktop that open a popup when clicked?

Don't know if with ALL of them, but I've seem it happening with app menu, audio and the "arrow"

Reproducible with clipboard, media controls, bluetooth, audio controls

Aha, this should be fixed by the fix for Bug 452893.
