Panels glitch whilst moving. Ignore glitching cursor

SUMMARY
Moving panels results in glitches. Not sure how else to explain. I am on a dual monitor setup though. Watch the attached video for more information

Please ignore the glitching cursor in the video. That seems to be a problem from pipewire capture. (i'm also not sure where to report that to). The main problem is the panel glitching about. The cursor which has not glitchy movement is the real cursor.

STEPS TO REPRODUCE
1. Have a plasma panel
2. Drag it around in edit mode

This issue should be fixed already in Plasma 5.25 due to a big code cleanup for the panel. If you find that you can still reproduce it after you've upgraded to Plasma 5.25 please feel free to re-open this ticket. Thanks!
