STEPS TO REPRODUCE
1. open system settings
2. open the appearance tab
3. now any tab from the design of the working environment, including its
4. now click upload design

I switched to kubuntu of the manjaro kde plasma 5 distribution in the hope of feeling the full power of ubuntu with kde design, well, I can't do it so there is no way to do the design
