ADDITIONAL INFORMATION If hecto- and mili- versions, etcetera, of any measurement are desired, I suggest that they be devisible by a user-provided numerical value within the interface of Weather Report. I shall suggest this formally separately.
I am certain that "https://bugs.kde.org/show_bug.cgi?id=453660" is the best method of implementation of this.

The change above added only a single line of code and avoided adding any new UI that is visible by default (you have to click on the combobox to see the option to use Pascals as the unit) so I feel fairly confident it was the actual best way to implement the requested feature. :)
However, I must disagree, because what should I do if I desire milipascals?
You would file a bug report asking for it. But why would you want milipascals? What's the use case?
Identical rationale to what causes onself to utilise pascals or hectopascals. During some situations, different divisions are desired. Specifically for this, it reduces the mathematical buden during scientific analysis. Consequently, please reconsider implementation of `http://bugs.kde.org/show_bug.cgi?id=453660`. Is KDE's software not supposed to be extensible and easy to maintain? What I have proposed allows that better than what currently exists.
