In version 1.19.1 of the Android app, in a Galaxy M62 running Android 12, I cannot expose the entire phone's filesystem to my desktop PC.

This is because when I am asked to choose the folder to expose, I cannot choose the root folder. Indeed there are many folders I cannot choose (such as Downloads).

I looked through the app's permissions (I had allowed everything) and I found I was only able to give the app permission to access media files, not all files. This must be the issue.

If I go to VLC's permission, yes, I have given it permission to mess with media files only - BUT it still allows me to give it access to the entire filesystem if I so wanted. KDE Connect (the Android app) IMO must include such an option because without it the "browse phone's files" feature is severely limited; you can't access all folders and the ones you do you have to manually add in the plugin's settings, so it's extra annoying.
