If I change the order of keyboard layouts in Plasma settings then almost all desktop shortcuts like : Meta+L, Meta+V, Meta+Alt+T.... stop working, only after reverting the order of keyboard layouts they start working again.
Does it persist after reboot?

Even after rebooting the problem persists, what I have is French and Arabic keyboard layouts, if I let French in the first row then shortcuts work fine, but if I move Arabic to first row then almost all Plasma shortcuts stop working.
On X11, layout containing latin symbols should go fist due X11 implementation. We can nothing to do with it. Is it your problem?

I don't think so, because for me after each reboot It always resets to Arabic Morocco (ma) as default keyboard layout in keyboard widget, even if the last used keyboard layout was French in previous boot. But that is not my current problem, because while French layout is selected in keyboard widget many shortcuts do not work and the cause is only that French was moved in Plasma settings to second row.
That is the problem I referred to. Please try Wayland.

On Wayland the problem doesn't exist, it's regretful that Wayland is still full of many serious/obvious bugs that remained for long time and for now cannot really be used as robust alternative to X11. I tried many times to love it and adopt it for daily usage but always return to X11.
If you place redundant US layout on the first place, the order of others shouldn't matter on X11. Sorry but I don't think this bug will ever be fixed in X11. Closing as upstream.
