SUMMARY
The official name of Belarus in russian is "Беларусь", not "Белоруссия". There is a law of September 19 1991 about this naming.
As a citizen of this country, I want to note that belarusians are a little offended when their country is called "Белоруссия".


STEPS TO REPRODUCE
1. Open /usr/share/kf5/locale/countries/by/country.desktop
2. Check [ru] section

OBSERVED RESULT
"Белоруссия"

EXPECTED RESULT
"Беларусь"
