Did you configure a non-default resource folder in Krita's settings? Krita doesn't store anything in the registry, so that's irrelevant, and reinstalling Krita doesn't do anything either. Read the manual to learn how to reset Krita's settings: https://docs.krita.org/en/KritaFAQ.html#resetting-krita-configuration

once i configure some hotkeys, and now this configurations are work, but i cant change it, or reset. I think, that problem can be in admin access, but i click on program and choose "run as administrator". Even when it runned in administartors mode, programm dont use new configurtions for hotkeys. is there some specifications for this case? Maybe you need some information?
Yes, this must be a local permissions problem. It's unlikely to be an actual bug in Krita's code.
