separate window opening when icon clicked instead of expanding

SUMMARY
Some applications open a separate window and then it switches back to the icon.  There are times when the windows stays separated from the launcher even though open seperate is disabled.  I have noticed this with chromium and chromium based browsers more notably Brave.  Other apps periodically have this happen as well.   In screenshot i took I just clicked on Brave icon to left but for a few seconds it will open a separate window all the way to the right instead of expanding the icon in place.  Sometimes it doesn't go back to the Brave icon and then the Brave icon on the left always opens new windows instead of expanding icon.

STEPS TO REPRODUCE
1. Open app
2.  It opens separate launcher

This means that the application changes its window ID after launch. That's a naughty thing to do, as it breaks this behavior of the task Manager, which requires that a launcher and the window it creates will have the same window IDs from the start so that it can group them both together. You'll need to report this to the Brave developers.
