SUMMARY
Plasma doesn't plays startup sounds anymore. I've noticed it before on Plasma 5.23, but i did not bother reporting it at first as i had recently moved to PipeWire that time and i though that could be an PipeWire issue, but i've recently moved back to PulseAudio and Plasma still doesn't plays startup sound.


STEPS TO REPRODUCE
1. First, you need to enable startup sound. Open system settings > Notifications > "Configure..." in "Applications:" > Plasma Workspace > "Configure events..." > Session startup, tick "reproduce sound" and apply.
2. Restart your session or reboot

OBSERVED RESULT
Plasma doesn't plays startup sound when it's started up

EXPECTED RESULT
Once logged in, Plasma should present you with the configured sound
