SUMMARY
I've always wanted to have an easy way to tell if a program was running off of CPU or GPU, in Windows, Nvidia provides a way to view if the card is activated or not with an icon and tells which programs is using it shown below:

PROPOSED SOLUTION:
Add a settings tab and System Tools icon in Panel Widgets to list programs running off of the CPU and GPU with a drag/drop interface similar to that of changing active audio devices. Maybe warn users that dragging and dropping programs between the CPU/GPU will cause the program to restart or crash.

We have power profiles selection exposed via Plasma rather than system settings as it is a very dynamic thing.
