SUMMARY
"%APPDATA%\Local\kritarc" is wrong. (from FAQ Where are the configuration files stored?)

Where are the configuration files stored? 
Windows
%APPDATA%\Local\kritarc
This is wrong.

%LOCALAPPDATA%\kritarc
This is correct.

I've tested this under a zero configured Windows 10 21H2. There is no such folder as "%APPDATA%\Local\" on my system. I can confirm that "%LOCALAPPDATA%\kritarc" led to the correct file. I will make an MR to Krita documentation website.
