SUMMARY

STEPS TO REPRODUCE
1. Import any image, or draw something.
2. Select it in the layers docker, and go to Menu > Layer > Transform > Scale Layer to New Size
3. Select persentage unit for numbers.

OBSERVED RESULT
It doesn't show 100%, which makes it difficult to scale it to 50% or 200% size based on the layer's original size.

EXPECTED RESULT
It should start from 100% no matter what the layer's size is.
