Just the clock? The rest of the panel behaves?
I have noticed it just for the clock widget. The out-of-the-box one as well as a third party one called Better inline clock. The behavior is the same even if the clock is added to desktop instead of a panel.
Btw Analog clock widget seems to be fine, something to do with digital clock widgets

This doesn't have the "Better inline clock widget" as its on another activity but that is also stuck at 3:17 PM, 28 March
Does the whole panel visually freeze, or just the clock? Are you using an NVIDIA GPU?
