SUMMARY
Some applications (not sure which exactly, here I'm giving one example but I'm not very sure about other apps), if launched under one plasma style and then launched again under another plasma style, will make the task bar change its theme to the older theme that was configured when the application was first launched.
(Note that this is not an accent color and it changes more than just the color of the taskbar, such as the style in the menu that opens with the "Meta" key)

STEPS TO REPRODUCE
1. Go to System Settings -> Appearance -> Plasma Style, and set Oxygen as the theme.
2. Launch Vivaldi (web browser), and configure it to restore previous session at startup (Settings -> type "res" in the search bar, find the "Startup" option, and set it to "Last Session"). Just in case, configure it to use system theme (Settings -> Themes -> Theme Schedule -> Operating System). Restart Vivaldi for the changes to take effect.
3. Open many tabs in Vivaldi and close it with the tabs still opened (so that it restores them next time it is launched).
4. Change plasma style to breeze in the same settings as before.
5. Restart the computer.
6. Launch Vivaldi.

OBSERVED RESULT
Task bar adopts oxygen theme, although only partially (system tray icons are breeze, everything else is oxygen). Upon further restarts, a larger fraction of it will start becoming breeze (e.g. active app indicators will later become breeze).

EXPECTED RESULT
Task bar should not change its theme according to applications that are opened. Moreover, it shouldn't at any point have pieces of one theme and pieces of the other, nor look as if the bar were broken due to having the top part of the bar in one color and the bottom part in another color (due to different colors from themes).
