STEPS TO REPRODUCE
1. Unplug mouse after the pc is on
2. Replug the mouse
3. Notice how mouse sensibility is alot higher than before (or how previously set settings are back to their defaults)

OBSERVED RESULT
Mouse gets set to max pointer speed, and ignores configs like pressing left and right for middle click and such.

EXPECTED RESULT
Re-plugging the mouse results in the same config as before unplugging

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: EndeavourOS
KDE Plasma Version: 5.24.3
KDE Frameworks Version: 5.92.0
Qt Version: 5.15.3

ADDITIONAL INFORMATION
If your mouse is connected before or during the boot, the config will be applied properly, this bug only happens in X11, wayland worked fine when i tested it before (i used 5.24.2 when i was on wayland)

this is my first bug report, perhaps i missed the point and its not actually anything to do with kwin, any tips to where the bug may actually be from would be helpful
