if you have more than one phime connected to your kde system then the scrolling if the dropdown is really of as seen int screenshot.
 as i would see it it will just extend the list bunt on delete the notifys it woukd not short the list.
so th secont phone ist way down in the dropdown as you can see ion the scrollbar.


STEPS TO REPRODUCE
1. have 2 phones
2. get on both phones some notifikations
3. delete the notifikatiosn wiht the cleanup button


OBSERVED RESULT

EXPECTED RESULT

scrolllist gets reduced so both phnes appera after the cleanup
