STEPS TO REPRODUCE
0. have a clean kde/plasma config.
1.  Have 2 monitors connected, HDMI2,HDMI1
2. open screen configuration
3. set HDMI1 primary, enable HDMI1
4. set HDMI1 resolution to 1280x720
5. set HDMI2 as clone of HDMI1 with a resolution of 1920x1080, enable  HDMI2, leave HDMI1 as the primary.
7. apply
7.5 is panel already gone?
8. log out
9. log in.
10. panel is gone.

cli version (sorry, cannot figured out how to use kscreen-doctor to clone)
xrandr --output HDMI2 --same-as HDMI1
kscreen-doctor output.HDMI1.enable output.HDMI1.primary output.HDMI1.mode.1280x720@60 output.HDMI2.enable output.HDMI2.mode.1920x1080@60

With an almost identical screen setup, I'm not able to reproduce this issue in Plasma 5.27, which has a *ton* of multi-monitor improvements to fix issues such as this one. Can you please upgrade to 5.27.4 or later and try again? Thanks!
