The standard menu has options to show "session" "power" or "power and session" buttons. When selecting the third option, the menu gets very wide. A two-row layout would allow the menu to keep the same size as it has when only session or only power buttons are shown and still allow to access all functions without using a submenu.
That's an idea we decided not to do as it would break the visual weighting; it would make the footer much thicker than the header, and we thought it looked ugly. Sorry.
I am not a designer, sorry. I can only tell what's missing and try to suggest something, but when you come up with a better layout I am probably happy with it. It may also be interesting to be able to choose the buttons. I need standby mode much more often than shutdown and lock session more often than change user. So three actions would be enough, but the combinations are unfortunate for me. And having double width to fit *all* the buttons is what looks ugly to me.
