STEPS TO REPRODUCE
1. Open krita
2. new document
3. click reference images tool

OBSERVED RESULT
When reference image tool is clicked nothing shows up

EXPECTED RESULT
Reference images tool window pops up to select image

Sorry, it doesn't work that way. You have to explicitly click on the Add Reference Image button in the tool option docker, or drag and drop the reference image on your image and select Add reference image.
