STEPS TO REPRODUCE
1. I crosscompiled a C program with this compiler https://developer.arm.com/-/media/Files/downloads/gnu-a/8.3-2019.03/binrel/gcc-arm-8.3-2019.03-x86_64-arm-linux-gnueabihf.tar.xz?revision=e09a1c45-0ed3-4a8e-b06b-db3978fd8d56&la=en&hash=93ED4444B8B3A812B893373B490B90BBB28FD2E3 on my Ubuntu machine 20.04.
2. I then copied the program onto a Beaglebone black machine where I run the program. details on the BBB:
$ lsb_release -a
No LSB modules are available.
Distributor ID:	Debian
Description:	Debian GNU/Linux 10 (buster)
Release:	10
Codename:	buster

$ uname -a
Linux my-hostname 4.19.94-ti-r42 #1buster SMP PREEMPT Tue Mar 31 19:38:29 UTC 2020 armv7l GNU/Linux

3. I run valgrind like so: valgrind ./myprog

OBSERVED RESULT

unhandled instruction: 0xEC51 0x0F1E ==22488== valgrind: Unrecognised instruction at address 0xcf667. ==22488==    at 0xCF666: _armv7_neon_probe
