STEPS TO REPRODUCE
1. Open systemsettings
2. Go to effects
3. enable wobbly windows
4. go to wobbly windows settings and enable advanced mode
5. set settings:
    stiffness - 50
    drag - 100
    move factor - 25
6. move window

RESULT:
wobbly windows bug (video)
