Go to "Effects" tab OBSERVED RESULT There is no correspondent "configure" button for the effects that had them previously in effects configuration tab. EXPECTED RESULT Configuration is still possible by clicking the button, which is now absent. This seems like a bug in your icon theme. Does it work if you switch the theme to "Breeze icons"?
