I solved by changing "window decoration" and selecting the "breeze" decoration. Previously the "oxygen" decoration was selected and that's exactly what he had caused the problem.
Note: If this does not solve the problem, it is necessary to restore the default values of the "window decorations"
What is the "roll up" effect? I don't see it in the Desktop Effects KCM. Is it a 3rd-party effect?
