SUMMARY

I can't update the packages gtk-update-icon-cache, and libgtk-3-bin

the error given is: "<html>Package failed to install:<br/><br/>Error while installing package: 0.0000</html>"

When trying to update using the Muon package manager instead the error is: "libglib2.0-0
0.0000:dependency problems - leaving triggers unprocessed"

pkcon gives the same error as Discover.

STEPS TO REPRODUCE
1.  Click update all

OBSERVED RESULT
The named packages not updated

EXPECTED RESULT
All packages updated

SOFTWARE/OS VERSIONS
Linux/KDE Plasma:  KDE neon 5.24 User Edition
(available in About System)
KDE Plasma Version: 5.24.2
KDE Frameworks Version: 5.91.0
Qt Version: 5.13.3

I was able to fix this by running:

sudo dpkg --configure -a

I also had this problem on KDE Neon, and the solution in comment #1 fixed it for me.
I ran that command, and then the system correctly updated all of the packages for me offline.

Thank you for your bug report! 
However this bug report was created/provided previous to 01/01/2023 and also has not received any updates since  before 01/01/2025. 
Unfortunately KDE neon no longer provides updates for anything older than noble 24.04 based edition's.
Please upgrade to KDE neon noble and if you can reproduce the issue after upgrading to an active version, feel free to re-open this bug report.
