Expanding/Collapsing notification

SUMMARY
When expanding/collapsing popup notifications, the way it scales looks weird

STEPS TO REPRODUCE
1. Have notification with "Show Details" button
2. Click "Show Details" button

OBSERVED RESULT
Rather than expanding the bottom part of the notification to show the details, it expands the entire notification. Attached is a video

EXPECTED RESULT
It should only expand the part below the notification

It's not as janky anymore, at least on Wayland. There's not much we can do on X11 for technical reasons.
