1.  run 'okular --unique'

OBSERVED RESULT
a information after runing "okular --unique",
"There is already a unique Okular instance running. This instance won't be the unique one".
However, there is no okular window opened before

So please tell us which version of Okular you are running and if it's a flatpak/snap or a "normal" package.
