After full shutdown, in order to clean laptop fans, and restart, the option is back. Will advise if it disappears again.
I don't have the option even after a full shutdown. I'm on a XPS carbon 6th gen, ubuntu devel: plasma 5.24.3, kde framework 5.91.0, qt 5.15.2, X11
solved: the problem was that upower service was somehow 'disabled', not starting by default after starting upower the option reappeared
