The effect doesn't handle that use case; it only works when logging in from SDDM. When resuming from suspend, SDDM is not involved.

It used to work on wake from suspend in Plasma 5.23. Has this ability been removed from 5.24?

For various reasons, I switched to a Debian-based distro and went back to Plasma 5.20. Apparently this ticket will never be processed and the issue will never be resolved. I now understand that this desktop effect (as well as the desktop cube) has been discontinued from Plasma 5.24 going forward. You may close this ticket and label it as unresolved.😡

Thankfully, none of those things are true.
