SUMMARY
"Switch One Desktop Up/Down/Left/Right" shortcuts are disabled by default on fresh Plasma installation. They are supposed to be enabled.

STEPS TO REPRODUCE
1. Install Plasma Desktop

OBSERVED RESULT
"Switch One Desktop Up/Down/Left/Right" shortcuts are disabled by default. (Shortcuts are set, but they're disabled.)

EXPECTED RESULT
They should be enabled by default.

KDE Neon 5.24.1 - X11

are they maybe taken by something else?

They don't seem to be, and I can confirm that they are unchecked in the KCM by default. Interestingly, if I click on the "Defaults" button, the shortcuts become checked/active. Seems like they're not correctly marked as active on initial creation.

I installed a new VM yesterday, they are enabled by default
