SUMMARY
The task switcher (alt+tab) should be displayed immediately, with no effects.
When it is activated, it is expected to be displayed immediately, so you can switch between programs quickly and without distractions. In the same way it is not expected to have an effect when it is hidden after selecting the app you want to change.

Current options in systemsettings do not allow this effect alone to be turned off without affecting other windows.

I'm sorry but I already mentioned the reason why I think that.
But even so: in my opinion it doesn't make sense to have any wait between showing and hiding the task switcher (or tabbox as it seems to be called in kwin), it should be something fast, without distractions and that doesn't get in my way.
I can say that the most annoying for me is when I need to switch between game windows and the fade out effect is over the game after bringing the window to the front.

I don't have access to many systems to test what this looks like elsewhere, but I tested it on GNOME and there is no effect on the window, it is simply displayed.

You don't actually need to wait at all. If you alt+tab fast enough, the switcher isn't displayed and will instead instantly take you to the previously-active app. If you want to switch to a different app by keeping the alt key held down to make the switcher visually appear, then you need to look at it, in which case presumably you can wait 150 ms for the animation to play. Are you finding that this is not the case?

if you don't see any problem with the current behavior, then good for you. But I'm sure there are other people besides me who would appreciate an option to turn this on or off.

But *why*? We don't offer options for no reason. There has to be a problem you are encountering that would be solved by showing the window switcher immediately with no animation. What is that problem?
