SUMMARY
Audio input only captures desktop audio and not plugged in microphone signal.
Pulseaudio detects that a microphone is plugged in but still uses the desktop audio for the signal input.



STEPS TO REPRODUCE
1. Install Kubuntu
2. Plug in microphone
3. Open any and all multimedia programs (obs studio) to test audio input.

OBSERVED RESULT
Audio input signal is coming from desktop audio

EXPECTED RESULT
Expected audio input signal to be through the microphone signal

SOFTWARE/OS VERSIONS
Kubuntu: Kernel version:  5.13.0-30-generic
KDE Plasma Version: 5.18.8
KDE Frameworks Version: 5.68.0
Qt Version: 5.12.8

ADDITIONAL INFORMATION
Kubuntu OS is a dual boot alongside windows 10. Audio works as expected in windows.

Did you change the default input in the settings?

Yes I tried a variety of things like changing the default profiles, reverting back to factory defaults, disabling end enabling sources, including reinstalling the OS. I tried pavucontrol too. 

If you would like more details please let me know.

I also tried ubuntu studio and it has the same issue. Im 100% certain that my devices function and are plugged in correctly. as I said it all works as normal with windows booted.

Does the same thing happen in the "PulseAudio Volume Control" app? (It's a 3rd-party download; you can get it with Discover)

If so, this is a PulseAudio issue, and not a KDE issue.
