On the laptop monitor, it seems to float down and to the left, on the secondary monitor it appears to the extreme right.
Note that this does not occur under Graphics Platform: X11

Oh this is one of the known Wayland QMenu positioning bugs. There are a bunch and I don't know which are still valid though...

This seems to be the upstream bug report: https://bugreports.qt.io/browse/QTBUG-88561 Moving the relative positions of the screens in System Settings so that they were aligned at the top instead of at the bottom "fixed" the problem for me, if only as a workaround.

I am sorry, but either as part of an update, or maybe I actually tried aligning the tops of my two monitors. Either way, I checked my Display Settings, and the two monitors were aligned at the top. So, the good news is that the work-around does work.
Bad new is that if I align two different sized monitors at the bottom, then the "floating" menus return.
