STEPS TO REPRODUCE
1. open System Settings > Firewall
2.

OBSERVED RESULT
the password dialog seen in the attached screenshot shows up

EXPECTED RESULT
no password dialog on opening

Yeah, the information it needs to access requires root permission, so you always need to authenticate every time you open the KCM. No other way, I'm afraid.
