STEPS TO REPRODUCE
1. Set breeze as global theme for GTK apps
2. Open lutris preferences or some other GTK app which shows popups with text when hovering over certain items
3. When hovering under Xorg nothing is showing, under Wayland it shows normally
4. Also it seems if any other theme is chosen other then breeze, it works normally for both Xorg and Wayland

ADDITIONAL INFORMATION
I think this problem is not tied to recent versions of breeze but it goes on for many months
