STEPS TO REPRODUCE
1. Unlock the panel: There are now two "Location" headers
2. Right click somewhere around the top "Location" header

OBSERVED RESULT
It shows the context menu to hide/display "Information", "Folder", "Terminal", "Locations", "Main Toolbar", but it does not offer to lock the panel again, which is confusing.

Instead you have to right click somewhere in the area below (except on location items).
