Sometime apps (inclusing system apps) do not run

The taskbar sometimes dissappears and then returns after 2 or 3 seconds

The crash can be reproduced sometimes.

Taskbar slide off the bottom of the screen and reappeared 2-3 seconds later

Immediately after bootup, clicking on any app icon pinned to the taskbar immediately makes it disappear and then re-appear
This happens twise in a row
The third time the app runs fine
