SUMMARY
Wasn't there before in 5.23, only after 5.24 upgrade


STEPS TO REPRODUCE
1. Switch activities very fast using keyboard shortcut

OBSERVED RESULT
Active window loses focus

EXPECTED RESULT
should remain active

If the Activity Switcher panel appears when using Meta-Tab to switch activities then that takes the keyboard focus.  Changing to Confirmed.

YES! PLEASE FIX!

This is absolutely the most annoying thing in the world. I love activities instead of desktops. I love being able to track time on a per activity basis and everything. I love the direction of this feature, but omfg the focus is lost every time you switch to and from. I played with the "focus stealing" option and it seemed to help but doesn't fix it.

I don't know how many times I have switched quickly and started typing and the desktop search thingy opens some random app based on the first couple of letters i typed.

I notice that when using a wine app, the alt button is "depressed" (so if I type "F" it will open the file menu as if i'm holding alt).

Don't know if this helps, but as the response to confirm the bug indicated it comes from the activity switcher thing, then i would much rather have proper behaviour than this activity switcher thing.

To that end, I am curious if it has to do with the meta button being used as a key combo for the menu. 

And as an update, after reading P. Worrall's comment, I did notice it's actually the other way around. If you switch really slow, it steals focus for sure. If you switch fast, sometimes it doesn't. I guess it's because of that task switcher thing. I'm going to try disabling it.
