Hello,
I can assign Meta+W to overview. It works for me.
Kubuntu 21.10
Plasma 5.24.0

On closer inspection: as far as I can tell, so far, none of the predefined Meta key shortcuts work.

Experimentally: if I use Application Launcher Settings to assign Meta+Space, then the launcher appears in response to the Meta key _alone_ (without the space bar). Now cleared, and the clearance applied.

Experimentally: if I use Application Dashboard Settings to assign Meta+Space, then the dashboard appears in response to the Meta key _alone_ (without the space bar). Now cleared, and the clearance applied.

I should add, my problems involving the Meta key were probably first noticeable many months ago, but (sorry) I never bothered to investigate or report. First noticeable probably not long after I discovered the application dashboard, whenever that was (I do know that my discovery of the dashboard was long after the feature was announced).

If I recall correctly, I ignored the problem(s) by choosing an alternative modifier key.

Excluding the Meta key: Control-Alt-Space works for me.

Thank you, it now works for me, too.

The likeliest explanation was this:

QT_QPA_PLATFORMTHEME=gtk2

Those problems remain, however since this bug 450071 began as Overview-specific: I'm closing. Not a bug.
