On a laptop connected to a dock with an external mouse, the Invert scroll direction setting isn't honored. The option is checked, but scrolling isn't inverted. 

To fix it for the session, open mouse settings, un-check Invert scroll direction, click Apply, check Invert scroll direction, click Apply. The setting now works for the remainder of the session.

STEPS TO REPRODUCE
1. Login after a fresh boot or resuming from suspend, mouse scrolling is always "normal".

OBSERVED RESULT
Mouse scrolling is "normal"

EXPECTED RESULT
Mouse scrolling is inverted.
