I dont think this is a bug and maybe it was fixed aldready, because I think I only experience it on Kubuntu, not on KDE Neon back in the day. 

STEPS TO REPRODUCE
1. Install a program on Discover
2. wait
3. press F5 and cry

OBSERVED RESULT
It doesnt reload the things

EXPECTED RESULT
A setting to choose what it should reload when pressing F5 or in general do with certain key combos would make discover a way greater Experience. 
Especially as it doesnt reload my installation status correctly, if I install something, use it, and decide I dont like it, I have to close discover before Doing so. 

Discover is way better than the Microsoft store, its experience is smooth, instead of poisonously grabbing the user and forcing to watch ads, install something or do whatever. Just wanted to say that, I love KDE !

Hello,
Thanks for reporting this issue. Did you try with latest stable plasma 5.23.5.
You can install it using kubuntu backports.

Thanks for the tip! Installed Backports and love it, everything has cool new features and that problem is solved. Was solved probably a long time ago, but Kubuntu is too slow. Backports seem to be the perfect solution, as KDE Neon was too unstable for me.
