So it looks like

On the desktop, folders have a round tablet with an arrow icon, when clicked, which displays the empty contents of folders in which there is nothing that does not look logical. It is better not to display this icon if the folder is empty

You can still interact with an empty folder this way, e.g. right-click and create a new file
