The context menu highlight does not disappear

SUMMARY
If you hover over different items in the titlebar context menu in the wayland session with transparent context menus enabled, the hover highlight doesnt disappear completely when you leave a contex menu item. The menu is also not transparent.


STEPS TO REPRODUCE
1. Make context menus transparent by going to settings -> Appearance -> Application style -> Breeze -> Configure Style -> Transparency
2. Log in using Wayland Session
3. Open a window
4. right click on the titlebar or press alt+F3

OBSERVED RESULT
The context menu is not transparent and hovering over items leaves a "shadow" behind

EXPECTED RESULT
The context menu is transparent and only the currently hovered item is highlighted
