SUMMARY The current icons for being connected with strong signal and not being connected are almost identical. I haven't been able to see any difference but assume there must be one. Can you please attach screenshots of the "connected" and "not connected" icons that you see to make sure we're talking about the same thing?

While taking these I discovered that there is a subtle distinction in the icons. The contrast between signal fill color and background is very low on my screen and easily overlooked.
Actually these aren't Breeze icons. You're using the "Air" plasma theme, right?
Possible I have to check my settings. Those would be the ones.
Both the Air theme as well as the concept of icons in the Plasma theme have been removed in Plasma 6, so I'm afraid this bug is unactionable. Or, for a more positive spin, it's de facto fixed! :D
