STEPS TO REPRODUCE
1. Right click on the desktop: "Configure desktop and wallpaper"
2. Go to any tab (eg Wallpaper), choose any option (eg Layout), change the default config to something else and then change it back

OBSERVED RESULT
The "apply" button becomes active, though nothing has actually changed.

This has since been fixed. IIRC it was around Plasma 6.3 or 6.4.
