If 'Esc' cannot be used as the default then the user should be allowed to change the keyboard shortcut for AC which is not available.

I am curious why this is assigned (in 2022) and yet nothing has changed.

Is it difficult to implement?

In my estimation, the reason for the lack of progress is that it is not "strictly" a bug. It is potentially a bug, or potentially a breaking UI change.
If you believe ESC should be AC, this is a bug, and the fix is a single remap, and 1 documentation update. Fairly trivial.
If you believe ESC should be C, this is a UI wish, requiring 4 new keyboard mapping overrides, and also several new documentation sections. (4 because C and CE currently have 4 default bindings).

My apology - this is fine.

Holding down CTRL shows the relevant shortcuts - which tend to agree with those used in many other applications too... so perhaps the only 'bug' here is that they are not configurable.
